In every gold rush, the surest fortunes are made not by miners but by the merchants selling picks, pans, and shovels. The modern gaming industry is caught in its own rush, except the precious metal is artificial intelligence. Google, with its Gemini, Veo, and Genie models, is positioning itself as the dominant supplier of AI tools for game developers. Leading that charge is Jack Buser, global director for games at Google Cloud, a man whose career has been defined by betting on transformative technologies before they become mainstream.

Buser has a difficult assignment. He must persuade studios and publishers that AI is not a threat to their craft but a lifeline. He must also confront a community of players who have grown wary of anything machine-made. It is a hard sell, and he knows it. The industry is in pain. Development budgets have exploded, player attention is locked into games that are years old, and studios are canceling projects at an alarming rate. Buser believes AI is the answer to most of those problems, even if not all of them.

From Stadia to Cloud AI

Buser is not new to high-stakes pivots. He began his career promoting Dolby sound on consoles like the PlayStation 2 and Xbox. He later moved to PlayStation, where he worked on PlayStation Home, Sony's ambitious early attempt at a virtual metaverse, and then helped shape the PlayStation Plus subscription service. After that, he landed at Google to help build Stadia, the company's cloud gaming platform. Stadia was shut down in 2022, but Buser remained at Google and turned his attention to the next big bet: artificial intelligence.

That background gives him an unusual perspective on how technology cycles through the games industry. Metaverses, subscriptions, and cloud gaming all promised to reshape the business in their time. AI, he argues, is a far bigger transformation. Google Cloud already handles the live infrastructure for many games, including servers, analytics, and databases. The company wants to be the backbone for AI as well. Buser's job is to make that case to developers who may be skeptical, especially after the industry has been burned by hype before.

An Industry in Turmoil

The games industry is in a state of visible distress. Console sales have dropped about 29 percent compared with the previous year, in part because hardware prices have climbed. Buser points to data from Newzoo showing that the majority of global playtime is spent in games that are more than six years old. That means new titles are fighting not just for attention but for time against games that have already earned players' loyalty. At the same time, the cost of building a new game has nearly doubled since 2017.

In practical terms, studios are spending twice as much money to compete for an audience that is less than half as available. This is a brutal equation. It explains why so many projects have been canceled and why publishers are desperately looking for ways to reduce costs. Buser sees AI as a way to break that cycle. He argues that by automating the most tedious parts of development, studios can get back to making games without betting the entire company on every release.

Pitching AI to Developers

When Buser talks to studios, he starts by breaking down the development pipeline and looking for friction points. One of his favorite examples is Capcom. The Japanese publisher worked with Google Cloud to build a multi-agent system that handles heavy-duty debugging. These AI agents try to break the game around the clock, discover bugs, and propose solutions. According to Buser, Capcom's development team stayed the same size, but the agent system effectively added 30,000 hours of manual toil that no longer falls on humans. The team can now spend its energy on creativity and polish rather than repetitive QA work.

Buser is quick to say that this does not eliminate the need for human QA testers. Instead, he argues, it elevates the role. Playtesters can focus on higher-order issues, like whether a weapon is overpowered or whether a level's pacing feels off. The AI handles geometry-breaking exploits and other mechanical faults. He calls this the Iron Man suit approach. The AI is powerful, but it needs a human inside to be truly useful.

Beyond Development: Publishing and Live Ops

The second pillar of Buser's pitch is the rest of the company. Publishing departments, marketing teams, live operations, and business development can all benefit from AI handling high-toil, low-creativity work. If a development team is suddenly moving faster, the surrounding organization needs to keep up. AI can generate reports, analyze telemetry, and automate routine communications so that people can focus on strategy and player engagement.

Buser says the third and most exciting pillar is the player experience itself. He talks about AI characters that no longer follow dialogue trees but can hold natural conversations with players. He points to examples in Asia, where this kind of technology is already being used. Square Enix announced plans to integrate Google's Gemini model into Dragon Quest X, the long-running Japanese online RPG. The game features a companion character called Oshaberi Slimey, a small blue slime wearing a cloak with Google colors. New players can chat with their slime buddy, who teaches them the ropes, encourages them, and gradually becomes a kind of in-game friend. It is a small feature, but Buser sees it as a glimpse of what AI can do.

Live Services and AI-First Game Design

Buser argues that the games industry has shifted from a consumer packaged goods model to a live services model. This does not necessarily mean free-to-play monetization. It means games that are connected online, collect telemetry, and maintain player networks. This shift requires constant updating, monitoring, and iteration. AI, he says, is uniquely suited to handle that workload. It can observe how players behave, suggest tuning changes, and help developers deliver new content faster.

There are also early examples of games built with AI at the core of their design. Klang Games, a company based in Reykjavik, is working on a life simulation called Seed. The game uses a range of AI-driven systems to create a living world that evolves even when players are offline. Buser describes it as brand-new, cutting-edge game design. He imagines that AI could eventually lead to entire genres that do not exist yet, where the game reacts to players in real time and creates experiences that cannot be scripted in advance.

Player Skepticism and the AI Backlash

Not everyone is enthusiastic. Players have reacted strongly against games that use AI-generated assets. Some developers have been forced to apologize after players discovered AI art or AI voices in trailers and final builds. Mentioning AI in a game's marketing is almost a guarantee of negative press. Buser acknowledges this tension. He says the conversation has become more nuanced over the past year. At first, players simply asked whether AI was used at all. Now they ask specifically whether AI was used in the creative, player-facing assets, like art, music, and voice acting. Many studios have responded by issuing statements that they use AI only for tedious automation and keep all creative work human-made.

Buser believes this distinction is critical. He argues that using AI to remove toil is not the same as replacing the human spark that makes art meaningful. In his view, AI can help studios survive in an environment where a single bad game can sink a company. He points out that game development budgets have reached hundreds of millions of dollars or more, with some titles exceeding one billion when marketing is included. That kind of pressure leads to risk aversion and rampant sequels. He wants to return to an era when studios could take more chances, release more games, and experiment with new ideas.

East vs. West: Divergent Views on AI

Buser notes a striking cultural divide. In the West, players have been vocal and often hostile toward AI in games. In Japan and other parts of Asia, the conversation is very different. His customers in the Asia-Pacific region are, as he puts it, almost as a rule very advanced with AI. He does not presume to explain why the difference exists, but he observes it every time he visits studios overseas. Asian developers seem more willing to embrace AI as a practical tool, while Western audiences treat it as a betrayal of artistic integrity.

This divide creates a challenge for Google. The company has to sell AI to a global market while respecting regional sensitivities. Buser says players have the right to tell developers what they want. He insists that the industry is ultimately about player experience, and AI must serve that experience in ways players genuinely appreciate. The trick is to use AI where it makes games better without making players feel deceived.

The Business of AI and the Question of Cost

Google has adjusted prices for its consumer AI services, sometimes lowering them to attract users. Buser acknowledges that a similar calculation applies on the business-to-business side. Developers have many models to choose from, and Google must make its tools easy to deploy and cost-effective. He says the company looks at individual use cases and recommends the right model for each job, whether it is Gemini, the open-source Gemma, or a partner's model. The goal is to make AI as accessible as possible to studios of every size.

He dismisses the idea that AI will necessarily shrink team sizes. In his experience, teams stay the same size but become more efficient. They get much closer to a sustainable business model without laying people off. But the pressure to reduce costs remains real. Game budgets have ballooned to levels that are not sustainable for the industry as a whole. Buser hopes that AI can bring development back down to tens of millions of dollars rather than hundreds of millions. That would allow studios to take more than one shot on goal and experiment with new genres and new intellectual property.

A Hopeful Prediction

Buser has spent three decades in gaming and acknowledges that predictions often fail. But he believes the industry is at a genuine inflection point. He sees a future where games cost less to make, take less time to develop, and offer experiences that cannot be imagined today. He talks about the PlayStation 2 era as a kind of golden age, when publishers could release several games a year and take risks on new ideas. He hopes AI can bring back some of that freedom.

His second prediction is even more ambitious. He says the next few years will produce forms of interactive entertainment that are unrecognizable to current players. New genres, new platforms, and new takes on existing games will emerge from the intersection of AI and creative design. That future may be difficult to picture, but Buser is confident it is coming. He is not just selling shovels. He is betting that the gold rush itself will change the landscape forever.
